In compliance with Texas Senate Bill 12, parental consent is now required for students to receive school-based health or emotional wellness services provided by qualified Liberty Hill ISD staff. These services may include care from school nurses, counselors, social workers, athletic trainers, and other certified health and mental health professionals.

About Senate Bill 12

During the 89th Texas Legislative Session, lawmakers passed Senate Bill 12, which requires school districts to obtain parental consent each year before providing certain routine services. These include physical health care provided by school nurses, mental health support from school counselors, and student participation in school-based clubs.
 


Consent for Counseling Services

School counseling services, provided by school counselors or other mental health staff, include but are not limited to:

  • Support during emotional distress
  • Group support
  • Academic and career guidance

 


Consent for Health Services

Routine school health services include, but are not limited to:

  • General first aid
  • Injury treatment at school or during athletic activities
  • Temperature checks for illness
  • Administration of medications as prescribed and authorized by a physician and parent or guardian
  • Basic health assessments such as blood pressure checks, height and weight measurements, and symptom evaluations

FAQs

  • Under Senate Bill 12, Liberty Hill ISD is required to provide parents and guardians with an annual notice describing campus-based health services available to students. These services may include care for minor illnesses and injuries, management of chronic conditions such as asthma or diabetes, medication administration, preventive screenings, mental health support, care coordination with families and providers, health education, and referrals to community resources.

    Parents and guardians must complete the 2025–26 Parental Rights and Options Form to indicate whether they choose to opt in or opt out of these services. This ensures students receive only the health care or health-related services authorized by their parent or guardian.

  • Qualified Liberty Hill ISD personnel, including nurses, counselors, social workers, athletic staff, and other certified health and mental health professionals, provide students with essential services. Under Senate Bill 12, these services are generally categorized as either health care services or health-related services.

  • Yes. Parental consent is not required before providing life-saving care. Liberty Hill ISD will take necessary action in an emergency regardless of parental consent.

  • Yes. Parental consent is not required for district personnel to inquire about a student’s general well-being or to provide basic caretaking services. Examples include applying a bandage, wiping a bloody nose, providing a change of clothes, checking a temperature, or checking for a swollen throat.

    Parental consent is also not required for:

    • Health care services rendered by the district in an emergency
    • Law enforcement or Department of Family and Protective Services activities
    • Behavioral threat assessments required by law
    • Under-the-influence assessments required by law
    • Other rights or duties required by law, including those under the Texas Family Code

     

    Under Texas Family Code Section 32.004, a child may consent to counseling related to suicide prevention, chemical addiction or dependency, or sexual, physical, or emotional abuse.

  • Yes. If, during the school year, Liberty Hill ISD recommends health care or health-related services not specifically addressed in this form, or requires completion of a separate form or questionnaire, additional consent will be obtained before those services are provided.

    Additional notices and consent forms related to services such as Special Education, Section 504 services, Fine Arts, UIL athletics, and student activities will be provided separately by the campus.

  • Yes. Consent forms are required by law to be completed annually and apply only to the current school year. Beginning in Spring 2026, consent forms will be included as part of the online enrollment process.

  • Yes. Parents and guardians may update their consent at any time during the school year. Changes made after submission of the annual form will require assistance from the campus registrar.

  • Parents and guardians play a critical role in their child’s education. Texas law recognizes that students are most successful when families are informed, involved, and respected.

    Parents are partners with educators, administrators, and boards of trustees and are granted specific rights under the Texas Education Code, including Chapter 26, which outlines parental rights and responsibilities.
